Members of the RISE Services, Inc. Board of Directors are dedicated to ensuring and protecting the integrity and quality of services and supports provided by RISE for people in services. Some members of the Board have family members with disabilities. Several Board members have worked in the human services field. All are committed to improving the quality of life for people, with and without disabilities.

Linnea Lyding

Board Member, serving since 2006
Linnea Lyding has been a teacher in the Phoenix area for over 18 years and has a background in Special Education. Early in her life Linnea became an advocate for helping people with disabilities have lives that they can enjoy. She has a Doctorate in Education and is an assistant professor in the Education Department at Arizona Christian University.  She enjoys working with aspiring teachers to prepare them to understand and meet the needs of the diverse student population they will be teaching.

Theresa Halpine

Board Member, serving since 1996

Theresa Halpine served on the Human Rights Ethics Committee for the developmentally disabled for three years in Arizona. She holds a Bachelor’s degree from the University of Nebraska, a Dental Hygiene (RDH) degree from that school’s Medical Center College of Dentistry, and an Expanded Functions Degree in Dental Hygiene. She has recently worked with the Dental Hygiene Program at the University of Otago in New Zealand.

Gerald Nebeker

Board Member, serving since 2009

Gerald Nebeker founded RISE in 1987. He has served as President and CEO since its inception. Gerald has a Ph.D. in Human Services from Capella University and a Master’s Degree in School Psychology from Brigham Young University.  Prior to founding RISE, his professional experience included such positions as behavioral consultant, program director, and school psychologist.

Clint Peterson

Chairman, serving since 2004

Clint Peterson works as a Certified Public Accountant with Hawkins Cloward and Simister in Utah County, Utah. He graduated with Master’s and Bachelor’s degrees from Brigham Young University. He came to RISE after learning about the company’s mission statement and its dedication to individuals with disabilities.

Paul DiCosmo

Paul DiCosmo is one of the newest members to the RISE Board of Directors. He currently serves as the Chief Executive Officer at The StateServ Companies, the largest Hospice focused Durable Medical Equipment (DME) provider in the United States. For nearly a decade, the Tempe based firm has been a provider of DME, DME software and DME benefit management services to hospice. Mr. DiCosmo earned his Bachelor of Science degree in Computer Information Systems from the W.P. Carey School of Business at Arizona State University.

Lynn Bowers

Lynn Bowers worked in the banking industry for 30 years, including branch management, customer banking relationships, commercial lending and commercial loan audit. For the last 10 years of her career, as a department manager, she and her team assisted over 250 nonprofit organizations with loans, tax exempt bonds and cash management. Based on her knowledge of nonprofits and their banking requirements, she has been a speaker, participant and consultant for many nonprofit events and seminars. After leaving banking she was the Managing Director of an arts organization for 3 years, managing the staff and working closely with board members, donors, corporate sponsors and audiences. She is now retired and continues working with nonprofit organizations on a volunteer basis.
